Good then we have a point at least to begin to look for resolution.

My question is a policy question. Do we make reasonable attempts to structure public access so that children are not placed in harms way or not

There is no question at all that libraries should make "reasonable attempts to structure public access so that children are not placed in harms way." The only difference of opinion you and I have, best I can tell, is what the federal role in this is. I say little or none, preferably none. Every other point you've raised is a red herring.
