OK. Now that I know what you want to do, why do you want the feds to develop the specifications? Or provide the enforcement? Or whatever it is that you want them to contribute to the implementation.

Why must government control of the libraries be a federal responsibility. Most of them are funded by local governments, and constitutionally this would be a state responsibility not a federal one.

Lack of federal involvement does not mean lack of government involvement. Why do the feds have to get involved? Do you think the federal government will do a much better job then the state or local governments?
