At least they are talking about doing something--which in and of itself is a vast improvement. IMHO, you are probably right about domestic politics playing a big part.

I'm not sure the US is set up to get involved in the India/Pakistan monitoring situation. They have their hands full with the Afghan patrols. It would be a stretch for the US to do it. I would rather see a UN Force give it a try.

It is also hard for me to picture Indian and Pakistani soldiers on joint patrols given the level of hostility between the two countries.

Turning to your earlier response about freezing the LOC your main objection, as I recall, to my proposal about and Independent Kashmir was that it was unworkable in practical terms.

I agree that it would not be easy to bring about, but because it would be hard to do is not a reason not to try IMHO. I think only this offers the chance of lasting solution. Pakistan will never accept a freeze of the LOC.

Haven't had time to figure a workable plan for the establishment of an Independent Kashmir.
