I got pessimistic view of Homeland Security Cabinet dept

in 1973 Nixon "solved" the energy problem with Dept of Energy
since then, approx $30 billion has been spent with them
or is it $80B? no, maybe $120B?
they funded all kinds of promising projects
but I havent heard a dime spent on fuelcells
maybe I am way off
but little happened as a result
show me a single accomplishment of the DeptEnergy !!!

domestic production has been on downward slope consistently
DeptEnergy lost ground to 1990's environmental groups
a huge layer of federal bureaucracy developed, entrenched
they do nothing as far as I can see, nothing
except cost money

now we have FBI, CIA, DIA, Customs, ImmigNS, NTrafficSA, FAviationA, ATFirearms, CoastGuard, DrugEA
on and on and on
we solve problems by creating bureaucracies, not action
each has its well defended turf
they promise no new jobs, just reorganize
get back to me in June2003 and tell if that really happened
a new higher layer of administration doesnt solve anything
if their ONLY FUNCTION is coordination, then great

in Oct 2001 unfortunately, I laughed at the new Homeland job
my governor of PA serves as head, a fine VietNam veteran
he is a great personable guy, strong leader type
but the role seemed a joke, zero responsibility/ authority
now he has Cabinet role, with clout
can he order FBI or CIA to do anything?
can he order Defense Intelligence ???
I think no way, I doubt it

another layer, now a referee to mediate turf disputes
and probably at a big new expense, since I know govt habits
I say trim down each of the above Alphabet Soup agencies
and put them under Homeland with one voice

I have one friend in the FBI, from highschool
he has been there since 1975, great guy
I cannot see him catching any terrorist using any means
