Not exactly. Arafat tried to kill King Hussein and take over the country, that's what touched off Black September in 1970. Nasser saved Arafat's life that time.

It appears that Chairman Arafat doesn't have much influence with Islamic Jihad, Hamas or Hezbollah either.

I get the impression that President Bush wants to give the militant groups an opportunity to call for a cease fire, so history will be able to show them as soldiers struggling for peace. IMO, it would be an act second only to the Arab League's resolution.

My guess is that a cease fire would also help them gain popularity among the Palestinian people, which will be very important during the elections.
