Absolute nonsense, I'm afraid.
If you're a small biotech, a significant wodge of cash is likely to be the difference between survival and otherwise, given the current funding environment.
It you're an investor, cash would have been a very smart hold over the last twelve months.

My personal rule of thumb is to avoid companies low in cash AND a low share price. Severe dilution kills s/h returns and very few companies climb out of the repetitive cycle of dilutive financings. Any bio that didn't raise substantial funds in the 2000 timeframe (btrn) was incredibly blind imo.
