I don't disagree. Software upgrades will happen, mostly because of Microsoft's licensing schemes that make it a good idea (financially) to keep up.

At the risk of being banal:

"... hardware is advancing much further than software. Blame it on Microsoft, or don't. ..."

It is only common sense to conclude that MS's morale has been affected by the governments help in designing its software.

Hence delays in dot net video conferencing, p4, and industry standard server demand.
