What I was referring to was the attempted policy to target anyone who fits the 'racial profile of a terrorist', as attempted by Ashcroft. That would include many Arab-Americans, who last time I checked were still US citizens. Of course, if Ashcroft had his way, he'd probably strip them of their citizenship and deport them to mold the American of his self-annointed dreams (i.e. white and Christian).
