Not true. 1916: National Defense Act, recognized the National Guard as "the militia".

It actually started before that. After the War of 1812, it became clear that the 'organized militias' was an oxymoron. A standing army was needed to keep the country safe. Today, the National Guard is much better organized, and armed, and admirably assists the Armed Forces in keeping our country safe.
