I believe it is called shoring up support in key states among swing voters with an eye to the national base. Nothing new, startling or unusual.

I can't believe that he doesn't know CA doesn't want offshore drilling, as well.
What's more, we have beaujtiful coastline here, not those mudflats they call beaches in Texas. :-)
