I understand the nature of your question. Let me pose a different sort of question back to you. As we both know, Clinton was an avid seeker of corporate bribes, he basically sold out the werkinstiff to management during his whole term of office. A case could be made that the CEOs of Wall Street and their ilk at the Business Roundtable were fully in command.

But that would hide an interesting detail....... It seems that the Commander-In-Chief decided in 1993 that he no longer wished to salute his Praetorian Guards when in their presence, such as entering and exiting the Presidential helo and Air Force One. The Commander-In-Chief was told by the JCS that he was being disrespectful, and he duly kow-towed and continued the salute that had been instituted by Ronny Raygun. He wasn't given a choice in the matter. Now who, exactly, is the Commander-In-Chief? It is not obvious, now is it?
