And if the Social Services department in your neighborhood is as execrable as you say, the 12 year old girl and 9 year old boy would be back in that apartment, watching, under the gaze of their foster dad, sadistic pornography. Oh, I suspect the cop would be on my side, because I would have stopped at the police station to report the scene I'd discovered on walking in, and at Social Services to be sure they sent no other foster children there. (You would be home studying, studying, trying to find in a book about psychology and child development what you should do in such a case.)
