Our American Police forces proceed with torture techniques, hometown, New York and we have a Constitution as well (at least yet). Folks seem to forget that prior to September 11th, the New York Police AND Mayor Guiliani were despised for the treatment of many minorities who had their civil rights violated by Police tactics. A Constitution guarantees little, but shows the world that it is the Law of the land. Isra-El does not need one because it is the only democracy in the Middle East...just ask them, they will tell you so.
