the direction of stock movement does indeed predict the health of the industry

This time may indeed be different for several reasons, not the least of which is investor nervousness about anything tech. We have had tech-wrecks before, but never of this magnitude. Therefore, I am inclined to think that investors(many, not all) will want to see earnings improvements before committing money to the sector. The direction of stock movement may not presage the health of the industry as it had in '96 or '98. Add in Enron, Global Crossing and the many other corporate fiascos and the case becomes even more compelling.
