Ithink he meant 25 % of hte people in jail worldwide, are in american jails. That's the way i read it But remember 90% of all stated statistics have no factual backing, including this one ;)

Edsharp--Thank you for pointing that out. I went out and just popped back home for a brief moment. When I get some time later this evening I'll try and find a reference for the statistic. Regarding America's incarceration rate I recently heard this statistic on one of the talk news shows (CNN or Fox or MSNBC or CNBC). Let me see if I can locate the reference for it. Perhaps the speaker was referring to the Western world and I erred in my citation in speed chess fashion. Now my baseball coach was my math teacher and I always got a near-automatic C-grade, but this can't mean my math has got to be as bad as you pointed out--lol! You are correct, Sir. I definitely erred.

It's interesting to consider that were there no unwinnable decades-long Drug War draining valuable intelligence resources, would America's intelligence community have seen a qualitative boost such more emphasis could have been diverted into detecting terrorism, or other violence-related type crimes? Sadly, the immediate response we saw in the aftermath of 9/11 were a series of television commercials saying ad nauseum, "if you buy drugs you support terrorists." This is against a backdrop of reality that ample evidence existed showing very discernable 9/11 warnings. Unfortunately, our agencies were too bogged down turning people with drug-related medical conditions into so-called criminals making them candidates for our jails, some of which are publicly traded.
