Build it in Thailand and watch to see if it works compared to 3G European standard. Thus hedging their bets and not depending on a single technology (the 3G flavour the Europeans are advertising.

But they have to do it as fast as they can. That because the European vendors have already a head start with their trials in Monaco and Isle of Man where they - in a controlled manner- try their technology potential.
