QCOM's purchase Dolphin by means of Inquam indicates that they must have some government approval to switch Dophin to the CDMA450 system. It looks like they will implement the Nextel "push -to-talk system"

Perhaps this will help move Europe out of the stone age of wireless. Dolphin has spectrum in UK and France.

Inquam buys UK's Dolphin Telecommunications Ltd

LONDON, June 12 (Reuters) - Privately owned wireless operator Inquam said on Wednesday it had bought
the business and some of the assets of mobile telecoms firm Dolphin Telecommunications Ltd for 25 million
pounds ($36.8 million).

Dolphin Telecommunications Ltd filed for protection from creditors last summer and went into
administration in August. Deloitte and Touche were the administrators.

Inquam is backed by U.S. wireless technology provider Qualcomm Inc (NasdaqNM:QCOM - News)

Inquam's senior vice-president of operations Tony Greaves will head Dolphin as chief executive officer.

"We believe that with the right strategy, sound execution, and secure funding, Dolphin can be turned around,"
Greaves said in a statement.
