So there is nothing authorizing other than a FUNDING bill to authorize the use of troops???? Did that copy of the Constitution in the National Archives get lost? Clean and simple and no debate on the pros and cons of declaring war. Wasn't that the purpose of Article 8. The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States; ................................................................................................................................................... To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water; to prevent just that sort of thing? I've sort of thought that's the reason that there has been no official declaration of war since WWII. That may be the mechanism that's used to avoid it; I'd say calling it a 'reason' goes too far. Or am I a hopeless romantic?
