Not true, Bear Down. You see, the U.S. government under the first Bush Administration actually withheld federal transportation money for states which didn't comply with the federal mandates relative to marijuana law. So although technically what you write may be true regarding states' rights, the reality is quite different. Of course, the nuclear power issue saw states rights issues trampled as well. Hey, even the recent Florida Supreme Court vs. the U.S. Supreme Court decisions in the recent presidential election trampled states rights as well. Numerous are the examples.
