Animal behavior can and does reflect the prejudices of handlers and it is quite possible that this incident reflects exactly that.

That makes sense to me, but in order to implement the prejudices of the handler, the dog would have to have the ability to differentiate. I understand that dogs can differentiate between men and women, but can they tell black from white from Asian, etc.? It is not intuitively obvious that they could.
