The consumer tastes vary dramatically by region. What works in one country may not be right for another.

A couple of points about 1X:
1) it's not 3g (broadband), no matter what labels they care to attach
2) watch the US rollout and uptake - I think you'll be surprised at how weak demand will be (North Americans want to view information differently than Europe/Asia - more graphics oriented - at least mainstream users)
3) the consumer market needs something to get excited about - like videophones or multicast TV to reasonable-sized devices - "3g" can't deliver...

Re: China - they are taking a nationalistic approach of building a broadband network by 2008. Why spend billions building networks that won't fit the bill. With a centralized approach, until someone (new OMA group?) comes up with a comprehensive broadband network solution, progress will be stunted.
