When the Japanese attacked the Philippines, there was a stunned reaction, and although there had been time to scramble, no one reacted in time to prevent the entire fleet of airplanes from being wiped out on the ground. The idea that things were chaotic, and that it was difficult to ascertain who did what when, or that there may have been a lag in reaction, assuming that there was time for an intercept before leaving US air space (hijackers typically go to another country, like Cuba)is not hard to believe. Even with constant drills, conditions in real situations are always more difficult than planned exercises.......
