You are asking the board to entertain the possibility that a criminal enterprise less patriotic than the Mafia has taken over the White House. The GAO said that the White House replaced the keyboards with the missing W. They spent $4,850 for 62 keyboards.

That is $78 / keyboard. I bought my last one for $12.
