Eric Knorr has it wrong when he says "No one mentions this, but 3G was once defined by a 5MHz channel in a hugely expensive part of the spectrum -- and required hugely expensive network upgrades."

IMT-2000 was never defined by the channel size, but by the data rates for mobile, pedestrian and stationary or indoor users.

There were arguments about which of fifteen proposals should be accepted, including arguments about channel size, qualcomm.com, which were a proxy for whether Qualcomm's patents were valid for 'wideband' CDMA.

From 1992, the people in ITU-R knew '3G' was about getting more spectrum, and framed their demand arguments to justify it. See ITU-R Report M.2023 itu.int
