Right, there is a bit of a bureaucratic imperative at play... still, the Forest Service has done a fairly significant turn-around on policy over the years - despite opposition from Politicos. And don't forget: if we started now cutting, trimming, and burning, it would still take 50 years to restore a more natural, self-sustaining Western ecosystem. (There's a good bit of job security for the Service in that 50 years of work :) unfortunately, they are severely under-funded for these efforts.
