Agreed. However it did take place under Bush's watch. Bush is free to correct Clinton's failures and short comings. Also radical elements do not operate in a vacuum. Hardline positions can also effect the middle...moving them towards the right. It is better to isolate the radicals and remove their support. Our current foreign policy has the effect of increasing the radical elements.

The US was and remains vulnerable to terrorist attacks. The fact that we have done virtually nothing to protect ourselves is a leadership issue and falls on Bush as well as his predecessors.

Our vulnerability extends beyond terrorism. Our thirst for oil and dependence on foreign sources is another major problem. One could argue there are strings between the two. Yet we refuse to take simple steps such as increasing MPG in our vehicle fleet. Will we only wake up when there is a major disruption? Will we say how could we have anticipated such an event?
