Agreed, and George Bush is doing an exemplary job of just that, including building up the military that Clinton squandered on other people's business. That does NOT mean that the US is to blame in any way for those attacks against us. The perpetrators are singularly to blame. I may have misjudged your stand. If so, I apologize. We are responsible for our defense. For whatever reason there are those who hate the US. It is simply naive to believe they would not take action against the US on US soil.
