That is the meat I'm aiming at. What's your opinion on that option?

I don't care where they are located, or what nationality they are holding. If we have concrete evidence that links them to planning or carrying out terrorist attacks upon the United States, we should "terminate with extreme prejudice"..

We CAN NOT permit them to claim sanctuary under legal codes and statutes that they are seeking to undermine and destroy.

They are illegal combatants, wearing no uniforms, and using our system to destroy us.

And it's not like there isn't a precedent for all of this... Nations have carried out such assassinations during conventional wars, clandestinely operating in neutral countries. Nothing has really prevented us from carrying out operations to disrupt our enemy's activities even when they are operating from the territory of a non-belligerent.

I still use the example of the Israelis hunting down and killing the perpetrators of the Munich kidnappings. This is the level of ruthlessness at which our enemy operates and we must match it.

All I ask is there be some strong oversight of which targets are eliminated so that the proof is substantial enough to warrant an assassination.
