Sadly, with dems constantly making idiot's noise about non issues procedures get into place that do not follow any common sense. I'm surprised I've not seen any of the leftyloons quoting dashie the dumb fear mongering on the environment because of the PRESIDENT GEORGE W. BUSH policy allow pollution abatement technology to be added to older plants.
