There was a science fiction story back in the '60s, I believe, that may have been the inspiration of that. In it, two nations are at war lobbing guided missiles at each other. The computer guidance systems are expensive. One of the nations figures out that if they replace the guidance computers with men, they can afford many more missiles. They do- -and win the war.

Seems ironic and quaint now. I think.
