Keep in mind that there are many reasons why SPECint would sell the Itanium 2 short relative to the Pentium 4 based Xeon.

Actually it is the Pentium 4 which is disadvantaged. It's a much smaller die (even at 0.18u). For the same die area, you could add a lot of cache to the Pentium 4, for a significant performance boost. The Itanium II is an all out, cost no object design.
