Look at what worked in the Great depression, and WWII.

Answer: not much, except some companies that actually made money and could thrive in a depression or war. Best to stay liquid and cagey... looking for deals, rather than expecting to find any trouble-free investments.

PG has a PE of 41, I'd rather wait to find something with PE of 8, and growth even in depression/wartime. Otherwise, better to build houses, products, services or companies I can have my hand in and can add value to somehow.
