You are fighting the last war. The Cold War had such now-obsolete terms as "credible deterrence".

But the term "credible deterrent" loses all meaning, if the warlord involved looks forward to kilodeaths or megadeaths of his own people.

There are then millions more to be deployed in suicide missions, that suddenly make even more sick sense to the extremist philosophy.

That's the point
