Nukes are absolutely useless against terrorism.

Any nukes used by the US will have a return address.

Any nukes used by terrorists likely won't.

It's the same for conventional terroristic warfare.
Our policy should be to let those countries solve their own problems with their own resources, get the hell out, and concentrate on protecting this country, instead of playing international Nintendo wargames that are clearly useless.
