It sure does, but we should probably keep in mind that in the past decade Germany undertook rebuilding half the country and has hit the demographic problems that still lie a few years in America's future.

Given all that they could be in far worse shape than they are.

It's difficult times for everybody. BTW, what you're looking at,is 2002 budget. The 2003 budget proposal (where 2,5% growth is anticipated, lower interest rates etc) is coming out today.

In any case the great picture of the red-green government is no new debt by 2004. So far it seems to work (a drop by 5 Beuro in this new budget compared to 2002), but, as in any other case, it's a question, if the assumptions made to reach these goals will hold.
