Multiple convoys - decoys. And even if they intercepted the convoy how far do you think they could travel? The plutonium is probably in a big heavy container for protection from a crash.

Well, we ship grapes from Chile... shipping doesn't cost anything. (Not exactly sure why this came to mind.)

I agree plutonium needs to be carefully protected but I think the potential for a plane wreck keeps the shipment on the ground.

I think we would be hard pressed to find something which is not vulnerable to a terrorist attack and I am not going to list/discuss other possible targets but a nuclear power plant would be not be at the top of my list.

We are by default (no new plants) and poor engineering/construction/management/operation of other facilities. Heck, we have a LOT of coal... and certainly we could figure out some ways to reduce the unfortunate byproducts. At this time it seems natural gas is the most economical route. Windpower is also booming but from a very very low base.
