Because, in reality, this is sort of being played out at this very moment in time. To give you a brief overview, in case you haven't been following. Our friend Craig McCaw via his investment in New ICO has petitioned the Commission, and the Commission has issued a NPRM for allowing the MSS satellite companies, like ICO, Globalstar, Iridium et al. To use their existing Space Segment spectrum for more flexible use, in such that they would be allowed to deploy terrestrial systems in that spectrum. Now, that may not sound like a big deal. But, in the case of Globalstar, we are talking about 25 MHz of Nationwide paired spectrum. Every market, Every BTA. For ICO, dependent on how many licensee's meet the buildout deadlines. Our friend McCaw via ICO could grab 30 or 40 Mhz of paired nationwide spectrum. Now it is unclear if this spectrum would ever be used to create a nationwide supercarrier to compete against the RBOC is unknown. But, their is a real possibility of that happening.
