To me, the question is one of priorities. If we reorganize spending, I think we might get the money, at least for the worst neighborhoods. For one thing, I think we spend too much making sure that people can go to the college of their choice (I was a beneficiary of that, of course), when we should only try to ensure that people with ability and motivation get to go to college. There would be substantial savings if the government did not subsidize expensive private schools, directly or indirectly.......
