Beckham plays for England, not for Britain. For various historical reasons the "country" of Britain/UK has separate Football Associations for Scotland, Wales, England and Northern Ireland. Separate leagues, separate international teams, etc. They are all individual members of FIFA.

There is talk on and off about combining them into one "British" group, but that never seems to get very far, and probably won't with increasing home rule in Scotland and Wales.
