You ignore the fact that I said rising wealth is GOOD....

As far as your questions:

1. What gap is ideal under your utopian model?

2. Should the highest wage earners have a cap?

3. How would you enforce meeting the wage disparity goals, taxes, wage limit laws, or something else?

>>> I wouldn't 'enforce' anything of the kind. I am not a totalitarian, I believe in Capitalism and Free Markets. But I would remove the special interest provisions, pork loopholes, and special transfer programs that produce our increasingly top-heavy income distribution. On a fair, level tax playing field, brains, hard work and innovation would be rewarded... not political connections.
