Page 20 is the "smoking gun". Shows Rove cynically planning to use terror threats as a campaign strategy.

The moniker "Office of Strategic Initiatives" is chilling. Reminiscent of the hugely criticized disinfomation shop, the "Office of Strategic Influence". Same bunch of creepy propagandists work for both.
