"... A year after the energy crisis that hobbled the state, the report by the nonpartisan General Accounting Office says the Federal Energy Regulatory Commission "still lacks the expertise and clout to protect consumers from price gouging and other maneuvers, despite 'hopeful' changes under its new chairman," according to the newspaper."

"FERC is not adequately performing the oversight that is needed to ensure that the prices produced by these markets are just and reasonable, and therefore, it is not fulfilling its regulatory mandate," said the GAO report. The Times obtained a copy.

"... "In a revealing survey, 37% of FERC enforcement staffers told GAO investigators that their agency was ineffective in detecting monopolistic abuses in wholesale electricity markets," the Times reported."

Interesting story but your attempt to pin this on Cheney (your headline) again fall short and are getting nauseating. Thanks for the information though.

Cheney was the one person with the authority to immediately block this thievery, or encourage it. He failed the test of responsibility to the American people. His loyalties are clearly elsewhere.

This is one more reason administration officials are eager to hide evidence of meetings and backroom deals. Their view of the energy business, like the war profiteering business, clearly show a desire to rip the maximum from the Treasury by whatever means, including supporting criminal acts, taxpayers be damned.

These are not "public servants". These are opportunists with an agenda of getting their cronies wealthy at taxpayer expense.
