As you say in the last sentence, designing the capacity would be crucial. Too much and it's game over. Too little
and prices would spike up too soon as hordes of people tried to join and that would be bad for the brand image.


Ah, but there's the rub. The capacity is determined by the spectrum available and the technology used. Me thinks it would take too much time and money to fill their capacity. If your proposal had legs and all wireless companies did as you suggested, then no one would obtain revenue until all spectrum were filled. Imagine where share prices would be in that case. Game over.
