It could be that Elgindy had to be arrested in a premature fashion -perhaps due to flight risk. If he had gone to Lebanon, it is doubtful that the U.S. would have been able to retrieve him anytime soon. Therefore, several people had to be swooped into the net. You couldn't arrest Elgindy without arresting Royer and Wingate ....and likely Peters and Cleveland.

In the past, it has been common to shadow people.

For example, I believe this spy would have been tailed for years pre-9/11.
