Hi KJC, No effect on Jay who mostly hang out at hotels and airport lounges, with licensed internet counters.

The specific Internet Cafe owner will probably be dispensed with for locking the door of the cafe and causing many deaths. The folks on the street talk about it, and they want blood, not of the licensors, but of the folks who failed to be licensees.

This will give the police an opportunity to (a) shut down other unlicensed cafes, and (b) make pocket money from licensing them again, and (c) will allow the manufacturers to open licensed cafes by taking over choice unlicensed locations. The officialdom will capture tax revenue from licensed operations.

The planet turns, and then all is well again. Licensing is not about political control. It is about money. Political control is the excuse.

Keeping only three WWW gateway for China is about political control but also about money for the telecom players.
