I'll be short since we should not discuss politics here. I have proposed something like that in April see #Reply-17328878. As long as Arafat believes that time is on his side and that he can only gain from terror, he'll continue, if he sees tangible evidence that his future state foot prints will be impacted, he'll do what is necessary to preserve such a future state.
