As recently as 20 years ago, this may have had some truth to it, for example in France where I've lived. But I'd say that today it's quite comparable to the USA in that country (concerning modern conveniences that make up what people in the US would define "standard of living" by). So much so that cultural differences far outweigh any hair splitting standard of living differences one may want to quibble about.
