Dear Kenneth: In THEORY you are correct BUT in practice what has happened is long ago the politicos decided that the motor vehicle fund could be used for things like mass transit. Thus this once MIGHTY fund has dribbled away for uses other then highway and bridges. Here in Fla. just like elsewhere our BRIDGES are in a sorry state of affairs, even to the point of dangerous in some cases all due to LACK of funds. JDN
