Okay, but this is still way too general, we can't put a whole State government on the stand, just like we can't put the whole Federal government on the stand... the focus within the Federal government appears to be Cheney... this is one person, not the whole government... this was the nature of my question... we're not talking about a whole government here, the government is not an obscure monster without a name attached to it, where is the focus within the State of California? There are people and individuals as head of these different sections and departments of government, and I'm simply asking who or what agency in California is responsible for the liaison between California and the Federal government in regards to the State energy policy? If there's an agency responsible, then who is in charge of that agency... a shotgun answer is a good start, but we need to rifle this down to specific people inside the State government who can answer to these questions, much like you were able to do with Cheney... so, who, what individual, in the California State government is in charge of liaison between the State and the Feds regarding California State energy policy? This individual would be our first primary suspect.....

I appreciate this dialogue, we may be able to pinpoint the source of the problem yet... TIA
