here I disagree--not because most people are incredibly sophisticated, but because over time the administration's current approach seems bound to exacerbate the problem rather than contain it.

Byford is basically saying, it seems to me, "treat the public and the world like adults. say what you mean, and mean what you say--that may be politically incorrect and cause some discomfort at home and abroad, but in the end the clarity it produces will redound to your advantage."


The problems of message are stemming from the problems of policy. The problems of policy are stemming from the dichotomy between what Bush thinks is right to do and what the State Department is telling him he must do. Little chance of clarifying the message until he clarifies the policy, I think. This will give him tons of problems in diplomatic circles but the public is willing to be patient. Bush will get problems from the public only if they think Bush is not doing enough to fight back and prevent the next attack. In fact, the public and the diplomats are pushing from opposite sides as far as I can see.
